Implementation Procedures  Submission of a purchase order for preferred road by the owner or agent and after the approval of the partners (if there are partners) at the Public Services Center.
 Register the application and transfer it to the Engineering Department for study.
 After studying the request, it is presented to the Council and a decision is taken to approve or reject the request.
 The citizen shall review the municipality and pay the 500 shekel valuation fee to the municipality fund within two months of approval, otherwise the application shall be considered void.

A board decision is made with recommendations
 A letter is submitted to the owners of the decision, and in the event that the taxpayer does not respond with approval or objection within six months from the date of issuing the book, the matter is considered null and if the review takes place after six months, the previous request is canceled and the previous procedures are requested to be followed, and the sum of 500 shekels will be confiscated.
 In the event of acceptance of the appraisal price, the transaction is transferred to the financial manager to complete the procedures
 When the estimation price is rejected by the citizen, the approved procedures are resorted to.
 The citizen submits an objection to the assessment at the Public Services Center and appoints one distinguished person from the owner and two from the municipality, provided that he pays 700 shekels to cover the expenses of two distinguished persons.
 After the circumstances of the privileged are opened and a council decision to guess is taken, a letter is sent to the owner with the decision, provided that the matter is completed within two months from the date of receiving the book, otherwise the steps are repeated from the beginning.
 In the case of compensation, the compensation is only made after registering the piece and bringing a registration deed for the net piece. In the case of compensation for the entire piece, the compensation is not made until after the piece is officially ceded.
